- Preheat the oven to 350°F (175°C).
- Place a 12-inch oven-safe skillet over medium heat. Add the sausage and cook, breaking it into small pieces, until browned and fully cooked, 5–7 minutes. Remove from heat.
- In a medium bowl, whisk together eggs, milk, salt, and black pepper until smooth.
- Spread the cooked sausage evenly across the bottom of the skillet. Sprinkle with shredded cheddar cheese. Pour the egg mixture over the sausage layer.
- Arrange the frozen tater tots over the egg mixture in a single layer, covering as much as desired (reserve extra tater tots for another use).
- Bake the casserole for 35–40 minutes, until eggs are fully set and cheese is melted. If desired, sprinkle additional cheese on top and bake 1–2 minutes more until melted.
- Let the casserole cool for 5 minutes before slicing into wedges. Sprinkle with sliced chives and serve warm.
